How AI Is Making Fake Reviews Worse — And What That Means for Your Next Hire
The same AI tools that write emails and summarize documents are being used to manufacture consumer trust at scale. Here's how it works and what to do about it.
When the FTC finalized its rule banning fake reviews in August 2024, it was a meaningful step. Fines of up to $51,744 per violation. Explicit prohibition on AI-generated testimonials. Clear liability for businesses that buy, sell, or publish reviews they know to be false. The problem is that the rule's passage roughly coincided with the period when AI-generated review manipulation became cheap, scalable, and very difficult to detect.
The economics of AI-generated reviews
Before generative AI, manufacturing reviews at scale required human labor. You needed real people — or at least real accounts — to write convincingly varied content, post it from different IP addresses, and manage the detection risk. That meant the cost per fake review had a floor.
Generative AI has largely eliminated that floor. A prompt that produces a credible-sounding, stylistically varied, contextually appropriate consumer review can be run thousands of times for fractions of a cent each. The operational complexity of a fake review campaign has dropped by an order of magnitude.
BrightLocal's 2024 survey found that 30% of online reviews are estimated fake — a number that many researchers believe is conservative now that AI-generated content has become the norm for manipulation campaigns.
Why existing detection is losing
Review platforms have spent years building detection systems: IP analysis, writing pattern recognition, account behavior analysis, velocity monitoring. These systems work reasonably well against the review manipulation techniques of five years ago.
Against modern AI, they're struggling. The writing patterns produced by large language models are diverse enough to defeat most stylometric analysis. The content is contextually appropriate in ways that simple keyword detection misses. And because the generation cost is near zero, bad actors can afford to run many variations until they find ones that pass.
The Transparency Company's 2024 analysis found that AI-generated review content had increased by over 400% in twelve months on major platforms. The platforms' detection rates had not kept pace.
What the FTC rule does and doesn't do
The FTC rule is meaningful in establishing legal liability and creating a deterrent for the most brazen abuse. It allows the FTC to pursue enforcement actions against identifiable bad actors — businesses and review farms that can be tied to specific prohibited practices.
What it can't do is verify individual reviews at scale. It shifts the burden of proof and creates consequences when abuse is found, but it doesn't create a mechanism for systematically distinguishing real from manufactured trust.
That mechanism has to come from the verification side rather than the enforcement side. You can't catch every fake review — but you can build a system that doesn't rely on reviews at all.
